Engineering services are technical intellectual services that offer individual solutions for single-case tasks. They are not subject to the "Verdingungsordnung für Bauleistungen" German Contract Procedures for Building Works (VOB) [VOB92] nor the "Verdingungsordnung für Dienstleistungen" German Contract Procedure in the Service Industry (VOL) [VOL97]. These services are generally awarded by private contract letting according to the following selection criteria:
- Knowledge of the best technical and economical solution.
The decision of the instructing party on which engineer will be awarded the contract must not only depend on the fee charged by the applicant. Engineering services are subject to a knowledge competition not to a price competition. The fees are determined according to the "Honorarordnung für Architekten und Ingenieure" Fee Structure for Architects and Engineers (HOAI) [HOAI91].
With the aid of "Leistungskataloge" General Service Catalogues it is possible for object-referenced measures to determine the service framework and the suitability and custom of paying such a fee.
Besides the defined service framework for which the engineer must quote the part-fees corresponding to the determined division of the work, the engineer must mention the procedure he will use for reaching the determined goal. Included in this are information on staff (number, qualifications) as well as the equipment used and the estimated time taken for the various parts. The engineer should also be required to make suggestions based on his experience for reducing the services or for additional services.
That engineer should be chosen who, on the basis of the services he is capable of performing and his experience, will provide the best technical and economic solution while taking the information of the fee offered as well as the fee asked for into account.
