Standard Specification Sheets

The "Gemeinsame Ausschuss Electronik im Bauwesen" (Combined Committee for Electronics in Construction) (GAEB) has taken on the task of promoting rationalisation in the construction field by means of data processing. They deal with the federal and the state sectors, the main communal associations as well as the main organisations of industry and technology that are concerned with construction work. The GAEB is involved wherever matters of construction must be decided in order to make possible the automation in the contract letting and invoicing of building works. The management of the GAEB is in the hands of the "Bundesministerium für Raumordnung, Bauwesen und Städtebau" Ministry for Lands, Construction and Town Planning [GAEB] [Falk97d].

The main document of the GAEB is the "Standardleistungsbuch" (StLB) (Standard Specification Book), which is divided into various "Leistungsbereiche" (LB) (specification sections). In this division, the divisions of the fundamental VOB/C division of the "Allgemeinen Technischen Vertragsbedingungen" (ATV) (General Technical Contract Conditions) have been utilised, for instance:

  • LB 000 Construction site arrangement;
  • LB 002 Earthworks;
  • LB 006 Boring, blocking, ramming and jacking work, anchors, piles and slit walls;
  • LB 008 Water retention works;
  • LB 009 Draining channel works;
  • LB 011 Separator installations, sewage disposal installations;
  • LB 080 Roads, paths, open spaces;
  • LB 309 Cleaning and inspection of drains and sewers;
  • LB 310 Rehabilitation of drains and sewers.

The GAEB has determined that the standard texts of the "Verdingungsordnung für Leistungen" (VOL) (contract procedure in the service industry) (with the exception of building works) must correspond with the correct technical regulations as the most important basis in the development of the Standard Specification Book for the construction industry.

With this, the user of the StLB can assume that with the aid of the service descriptions in the StLB, he will be generally legally covered insofar as he observes the regulations of the correct application.

The system of the StLB is based on the principle of the separation of service description texts into individual text pieces and the recombination of these coded texts into standard texts in the path of selection. The technically correct and professional combination of the coded texts parts into descriptions of services is the responsibility of the user.

Up to the present two standard specification sections for the rehabilitation of sewers have been completed LB 309 and LB 310.
